Happily, as is shown in the very interesting Report of D. Eitel, copy of which I annex, the exclusivism with which these people have been treated is steadily diminishing.
On account of this social difficulty and of the shifting nature of a portion of this population, as well as on account of the considerable expenditure which it would involve and the undesirability of making separate arrangements for the education of the Boat Children, I consider that the late Dr. Stewart's scheme of having two hulks, one at each end of the harbour, is neither practicable nor advisable.
